Michael P. Hart and Hart Legacy Press are committed to building a lasting legacy of leadership, stewardship, education, mentorship, and community investment through permanent scholarship endowments and institutional partnerships.

The Hart Legacy Initiatives are organized into a four-phase strategic framework intended to strengthen educational opportunity across multiple institutions.

Phase I has been completed, Phase II is actively underway, and Phases III and IV remain in collaborative development as the vision continues to expand.

The Michael P. Hart Leadership & Stewardship Scholarship

WIU - ARMY ROTC

Established June 2026

The Michael P. Hart Leadership & Stewardship Scholarship is a permanently endowed scholarship established through the Western Illinois University Foundation to invest in the next generation of Army officers. Created by Major (Ret.) Michael P. Hart, a Distinguished Military Graduate of Western Illinois University Army ROTC (Class of 2008), the scholarship reflects the belief that exceptional military leaders are developed through far more than academic achievement or military training alone.

The scholarship recognizes cadets who demonstrate a commitment to leadership, stewardship, resilience, adaptability, professionalism, intellectual curiosity, and service—both within Army ROTC and throughout the broader university and community. It encourages balanced development by rewarding future officers who intentionally pursue experiences that strengthen character, broaden perspective, and prepare them for a lifetime of military and civic leadership. This scholarship is available for Students beginning in the Fall of 2026.

Scholarship Eligibility

Applicants must:

  • Be a contracted Army ROTC cadet at Western Illinois University entering their MSI, MSII, or MSIII year.

  • Maintain a minimum cumulative GPA of 2.50.

  • Remain in good standing with both Western Illinois University and the Army ROTC program.

  • Meet all Army ROTC participation, training, and program requirements.

  • Demonstrate active involvement within ROTC while also participating in meaningful campus, community, or leadership activities.

Selection Considerations

In addition to academic performance, recipients may be evaluated on:

  • Leadership potential and military professionalism

  • Stewardship, integrity, resilience, and adaptability

  • Community service, volunteerism, mentorship, and civic engagement

  • Intellectual curiosity and pursuit of experiences beyond traditional ROTC activities

  • The ability to successfully balance ROTC responsibilities with employment, caregiving, parenting, mentorship, athletics, or other significant life experiences that contribute to maturity and leadership development

  • Well-rounded personal growth across academics, leadership, work ethic, and community involvement

Annual Award

The scholarship is funded through a permanent endowment.

  • Preferred annual award: One scholarship of at least $1,200

  • Alternative option: At the discretion of the Professor of Military Science, the annual award may instead be divided into two scholarships of $600 each when circumstances warrant.

Long-Term Legacy

These efforts are focused on investing in future leaders through broadening experiences, resilience, service, professional development, mentorship, and community engagement.

The broader goal is to help reinforce leadership and educational pipelines rooted not only in technical competence, but also stewardship, adaptability, responsibility, broad human experience, and service beyond self.
