The Hart Legacy Initiatives connect educational opportunity in Illinois with broader support for veterans, artists, entrepreneurs, and Native-led economic development.

The scholarship and educational initiatives follow a four-phase strategic framework designed to strengthen opportunities across multiple institutions. Phase I is complete, Phase II is actively underway, and Phases III and IV remain in collaborative development.

Alongside this educational framework, active investment relationships with Lakota Funds and Oweesta Corporation extend this commitment from community-based lending to Native-led financial institutions serving communities nationwide. Separate support for Lakota Funds’ Veterans Match Savings Program helps Native veterans build assets and pursue lasting financial stability.

Together, these efforts connect people, knowledge, and resources to help students and communities build stronger futures.

Michael P. Hart and Hart Legacy Press, LLC are committed to advancing leadership, stewardship, education, mentorship, and community investment through permanent scholarship endowments, annual student awards, institutional collaboration, charitable support, and personal impact investing.

The Hart Legacy Initiatives connect educational opportunity in Illinois with broader support for veterans, artists, entrepreneurs, and Native-led economic development. These efforts share a lasting purpose: helping people develop their abilities, pursue meaningful opportunities, and build stronger futures for themselves and their communities.

This educational commitment includes the permanent Michael P. Hart Leadership & Stewardship Scholarship at Western Illinois University, alongside developing scholarship initiatives at Lincoln Land Community College and the University of Illinois Springfield honoring Shannon’s memory through art, business, and student opportunity.

This work includes connecting educators, programs, and resources to expand mentorship, practical experience, professional development, and pathways from education into meaningful work.

The purpose is to create opportunities that endure—through the students supported, the relationships developed, and the institutions strengthened for generations to come.

Scholarship Eligibility

Applicants must:

• Be a contracted Army ROTC cadet at Western Illinois University entering their MSI, MSII, or MSIII year.

• Maintain a minimum cumulative GPA of 2.50.

• Remain in good standing with both Western Illinois University and the Army ROTC program.

• Meet all Army ROTC participation, training, and program requirements.

• Demonstrate active involvement within ROTC while also participating in meaningful campus, community, or leadership activities.

Selection Considerations

In addition to academic performance, recipients may be evaluated on:

• Leadership potential and military professionalism

• Stewardship, integrity, resilience, and adaptability

• Community service, volunteerism, mentorship, and civic engagement

• Intellectual curiosity and pursuit of experiences beyond traditional ROTC activities

• The ability to successfully balance ROTC responsibilities with employment, caregiving, parenting, mentorship, athletics, or other significant life experiences that contribute to maturity and leadership development

• Well-rounded personal growth across academics, leadership, work ethic, and community involvement

Annual Award

The scholarship is funded through a permanent endowment.

• Preferred annual award: One scholarship of at least $1,200

• Alternative option: At the discretion of the Professor of Military Science, the annual award may instead be divided into two scholarships of $600 each when circumstances warrant.

Long-Term Legacy

These efforts are focused on investing in future leaders through broadening experiences, resilience, service, professional development, mentorship, and community engagement.

The broader goal is to help reinforce leadership and educational pipelines rooted not only in technical competence, but also stewardship, adaptability, responsibility, broad human experience, and service beyond self.
